Is this car being used for track use, only? Why would you pull the air bags, for highway use?
Thanks!

Without. Correct.
The seat belt retractors will work.
However, there will be no crash protection in a bad accident (there is a pyrotechnic device inside the retractors, which fires ball bearings like a gun into the retractor gears. One ball per gear tooth, locking the occupant into the seat good and tight)

also with the air bags removed and the srs light on is the shot gun blast seat belt device still active ? or does it deactivate its self automaticly when the bags are pulled and the srs light is on ?

Very common retractor. Reputedly about the same force as a .22 cartridge or nail gun. Don't get excited it's the least of your worries in a crash.

why would they over engineer something like this ?
This is a life-saving device. Wouldn't you rather have it "over-engineered."
