Default Issues With The Steering Rack?

Probably going to be a dumb question but I've messed with this rack all i care to haha. I have read multiple threads stating the ap1/ap2 torque sensors should be interchangeable into ap1 racks. The issue is my sensor is being blocked by the tie rod going above where the sensor would go in. There is obviously no movement in the tie rod so am i completely missing something here?

The issue is the torque sense will not fit into the housing. I am assembling a shell so that is the reason i am not replacing a prior faulty one. The tie rod is blocking the sensor from fitting into the housing.
