Are you getting a JDM engine because it is cheap and available or for some stupid reason?

I don't know about the engine light. I would assume it would throw a code b/c of the air pump issue, but I honestly don't know. Your other option is to just get a JDM ECU to run the thing.

I know a lot of good legit smog techs here in cali that dont bend the rules for anyone. Honestly as long as everything under the hood looks stock and all the monitors run and none of ur 5 gases are out of spec u should be fine. Also if u want to check on ur emmisions before u get a actual smog check u can do a smog test which is a full inspection and a 5 gas test without making any calls to the BAR.

Japan rates their gas using the Research Octane Number method (RON). 97 RON falls approximately around 92 AKI (U.S.). 91 octane (AKI) would be cutting it a little close (depending on the quality of the gas you use), but 93 octane (AKI) would be well within the range.

With the USDM ECU, I feel that running premium 93 octane is fine. The ECU will just retard the timing when it senses knock, so it should be safe enough, but you have to keep in mind that you are running a half-a**ed setup, so it's not going to be perfect.
93 AKI would be fine for the JDM engine. Your point about retarding timing isn't completely correct though - the engine will retard timing when it senses detonation, but the program is based on the assumption that you're running the correct fuel and will return the timing to the normal range until it senses detonation again. This cycle continues endlessly - until you increase the octane number to prevent the knock, or the engine is damaged to the point it will no longer run. The computer will not prevent damage (over time) caused by you using the wrong octane fuel (too low). Once again, 93 octane (AKI) is sufficient for the JDM motor. 93 AKI is equivalent to approximately 98 RON.
