No comp/leak test yet. I want to see if I can take care of it the cheap way first

Have you checked fuel pressure?
Haven't checked fuel pressure yet. I'll probably swing by a local repair shop that has a better scan tool and see what's going on. What should I be looking for on map/baro voltage?

MAP and BARO volts should be within .02V of each other, usually they will be around 2.5V, depending on your altitude above sea level. If you have MAP at 2.4V and BARO at 2.5, try another MAP sensor.

btw, is it normal that the map sensor gets a pressure reading with the engine off? Or is that just current atmospheric pressure?

Yes, primary was replaced with brand new OEM o2 sensor. Secondary was replaced with generic BOSCH unit from autozone. From reading on the board, the generic seconday sensor works just fine.
