Default New Engine Wont go over 3000 RPMS HELP PLEASE!

Okay guys, well I just got threw rebuilding my motor, it have LA sleeves in it due to a dropped valve LOL. and 11.5:1 JE pistons. I am running the NGK 2668 plugs which are colder burning, with 93 octane. Everything else is stock.

So anyways I got the motor in the car today. I went to fire it up for the first time, and it would not fire at all. so by mistake I had unplugged the Crank pulser sensor. I had forgot to plug it back in. well to my surprise she fired right up, with the crank pulser unplugged. So I let her run for awhile to break in. After that I killed the car plugged in the crank pulser and she wouldn't fire at all again. So I unplugged it and she fire right up. I plugged in the crank pulser while the car was running and putted around the block. The problem is she wont go over 3000 rpms before cutting out, and wont fire with the pulser plugged in. so i know the ECU is in safe mode. but the problem I am having is I cannot get it to a shop to get the codes ran. I have no clue to why the crank pulser would be messed up. the car ran great before the dropped valve happened.

Can someone tell me if the pulser wheel on the crank can be put on backwards?? or does it matter which way it is installed. I put it on the crank and lined up the key way that holds it.

I need HELP please. I want to go buy a new pulse sensor but I will be so pissed if it is not the problem.
