Over-rev protection

I did some research about this and called a competitor in the class. The clutch in question was in the 2003 Carrera cup cars in Australia. The cars were provided in a control specification by Porsche. Lot of competitors were folding up clutch straps on downshifts. Porsche Australia's official response from the Porsche factory was that the clutches were designed to protect the engine in the event of an over-rev. The problem was fixed early in the season with an uprated clutch without this feature.
The competitor I contacted said there was some conjecture about Porsches claim of the safety clutch. Most of the competitors felt that the clutch was undersized and that rather than admit a design problem Porsche gave the engine protection line.
