I don't think VSA is capable of modulating throttle on our cars, and I certainly don't think it would ever use MORE throttle than you called for. My understanding has been that this system merely actuates one or both rear brakes, (inside for understeer, outside for oversteer), and that's it. I don't understand why your dealer hasn't replaced the throttle position sensor for your Drive-By-Wire system. That would have been the very first thing I would have done. The next thing I would replace would be the motorized throttle itself.

Honda's VSA and TSC systems just give up and turn on the error warning light if they get confused (I've had it several times in both my cars on stock wheels/tires). They aren't going to suddenly start holding the throttle down.
first paragraph about vsa controlling throttle is wrong. vsa has a direct affect over the throttle and the brake. it doesnt allow the engine to rev higher than you do though. but it will allow your car to stay at higher rpms to maintain stability even if you try and drop the rpms by letting off the gas. although clutching in should rectify this as there is no way electrically that the vsa can control stability with the throttle if the car is not in gear with the clutch released.
second paragraph about the vsa getting confused and just throwing a light is correct in most cases unless the change is so minimal it is in the parameters of hondas tuning specs.

Your best bet is to talk to the service manager. The whole thing is a pretty sticky situation with mistakes on both sides, your mistake in putting on the wrong size tires and theirs for doing no real diagnostic work and just throwing parts at the problem.
When you first brought them your car you probably signed something authorizing 1 hour of diagnosis in case it wasn't a warranty problem.
If you only authorized that one hours diagnosis then thats all you should have to pay. The laws concerning these things vary from state to state so if they try to push 50 hours down your throat, you may need to contact a lawyer.

A month ago, about the same time as I put on a set of Hankook winter tires on some used 16” S-2000 rims that I bought for the Hankooks, I developed what I think is a throttle problem.
Jesus what a fiasco. If it started when you changed rims, why not just change your old rims back and see if it went away? Trouble-shooting 101. If you change something and a problem develops, change it back and see if the problem goes away.

Admittedly the dealership seems pretty clueless too but, still...

man this sucks. its true though, god u would think the service writer, or at least the dude in charge of them, would understand a little bit about VSA and DBW. thats one of the biggest reasons they switch to a DBW system, traction control can modulate throttle easily and efficiently

hell, my crappy tahoe has DBW, but god its awful, u can tell its DBW, thats how bad it is. but when traction control kicks in , it modulates throttle to correct the problem. though this antiquated version ussually just cuts throttle significantly, which throws a lot of weight around.

Stay clear from that shop!
