Question on front/rear tow hook points

Question on front/rear tow hook points
I took out the tow hook from the included toolkit and it seems like it's too short to screw into the front and rear tow hook points. I must be doing it wrong...?

i honestly had no idea what that extension was for, the first time i saw it! glad i kept mines.
