You're saying you can't drive the car -- brakes locked? The brake light on the dash illuminates with the parking brake is set so that appears likely. It also lights with the brake fluid is below the minimum level. But primarily this is a light for the parking brake.
Parked in a corrosive or salty environment or for months with the parking brake set will lock the brakes. "Should" be able to disassemble and fix. If the parking brake lever is floppy the cable is hung up somewhere.

So your saying that the e brake might be stuck in engaged ? Would I have to rind a way to free it up
but the other thing is when I put the car in first gear the driver side rolls but the passenger is locked up trying to move tho
might sound like a dumb question but is there anything electronic that will engage the rear brakes only

We can't help you if we don't have all the info. Is your brake fluid low? Are you sure the parking brake lever is all the way down? At first you implied both brakes were locked up but now you say it's only one side. There's a huge difference in diagnosing the problem if it's only one side.
The rear brake pistons don't retract just by pushing them in. You have to screw them in. It's possible you have corrosion on that stuck piston, causing it to lock up. It's also possible that you have a stuck caliper pin. But neither of these explains your dash light and nothing explains the light being on with one stuck caliper.
