The front outside bolt fixing the arch liner to the front bumper was well rusted and with difficult access and the twisting that went on I think I broke the liner. I say think, meaning it may have already happened but I'll take the blame for it!

on the liner where the metal U clip/nut slides on, well that bit of plastic was ripped off. The bumper itself is OK.

Any ideas to repair it?

It's not pretty, but you can make a new hole and use your existing clip above or below the existing spot.
