Rotor Turning at 16k miles?
There is truth to the dealer using the tem "hot spots." Wow, a dealership mechanic knowing ANYthing... Anyway, I'm guessing you use your e-brake. When the brakes get hot from driving, you park the car, clamp the ebrake on, and the rotors heat-sink. Meaning one spot of the 360 degree rotor is clamped down on not allowing for the heat to disapate.
Unless you live in San Fransisco, and park on a severe hill every night, don't use the ebrake. I've never engaged it. Obviously, one click upward to get the top down, but NEVER for parking.
Easy future advice from a vehicle suspension engineer. And no, I don't work for Honda. (I'm not real popular at the office when I roll up in my S2k.)

$250.00 is pretty steep considering he bought the pads already. Let's see, turning the rotors, worst case scenario would be $20-$25 per rotor. That would be $40-$50 to turn two rotors. That means they would be getting $200-$210 to remove and replace a set of front brake pad's that have already been purchased by the customer. (Empedocles99)
Even though hourly rates vary between dealers at around $100 or so, replacing the front pads on one of these cars is something that has been done hundred's of times by any given technician and can be done properly in about an hour or less.
I would shop around, or go buy a Helm manual. There is also the faq's at the top of the Under the Hood forum in which you can find a DIY.

At $100 per hour, 1.5 hour's would be $150. The cost of turning the rotor's, worst case scenario, would be $50 for both front rotor's. Empedocles99 already has the pad's, so they shouldn't charge more than $200.
That said, buy a helm and check the faq's at the top of the Under the Hood forum. You could also ask for help in your local forum. There has to be a large number of peeps in the San Diego area that would offer to help out.
