One thing I may suggest is the possibility of your Cam Timing being 180deg off when you re-installed the head. I would pull the valve cover off and make sure the #1 piston is at TDC.

the 3 k rev limiter is limp mode. the computer was not getting information from the crankshaft position sensor or one of the two cam position sensors.
My guess is somehow now it is now one of those sensors is now feeding info (did you plug something in?), but the data is incorect AKA
either your cam's are off by a tooth, or your crankshaft is not aligned with the cams as stated before. you can take a pic of your cam alignment and post it in here.

I had an incredibly difficult time with this when building my engine.

ok compression is good and like i said it ran i made it home number one was at top dead center and timing on motor is correct! how do i test crank and cam sensors! Is there a procedure! like testing continuity or something! even if bosch platinum ar junk they should at least allow it to run other wise thy would probably be out of business

Sensor's connectors could've gotten loose. So it's like no sensor input for the ECU.

ok i tried a lil unconventional mechanics yesterday! I sprayed starting fluid through TB to try and dry out all the excess fuel and boy did it work! I had flames coming out! I tried to start and tried! I then un plugged the map and it started up and ran! I drove it to church and started it a few times during the time it was there! It sat from 7pm-1030pm! Then it would not start again! What is making it fuel fouled is it the map?

It's possible that the oil vapors are fouling up the MAP. Here's my thory:

Our cars are very very sensitive to oil level. A bit low, and boom, no engine. Also, because of high-revving nature of the engine, there is a tendency to 'eat' oil, which translates to having to add oil between oil changes. Oil is lost though it vaporization at high RPM through suction of the valve cover breather and the PCV valve hose.

The valve cover breather is before MAP, and is there's a chance that excessive oil vapors will foul up the orifice leading to MAP sensor, and eventually the sensor itself.

Replace the sensor with a known good one without going to VTEC, and see if you can get it to be more reliable.
