I would think it would depend on what gear you were in. You accelerate quicker in the lower gears so there's less time spent between when the red lights start blinking and fuel cutoff.
I'm pretty sure it blinks once at 9100 and a second time at 9200, then the fuel is cutoff. A perfect shift is performed immediately after the second blink.

It didn't work for me. I just performed a shift from 3rd to 2nd at 70 MPH, and it still blinked red. Now I've got a funny knocking noise and a blinking engine light...
