seatbelt doesn't release

Default seatbelt doesn't release

long story short, i uninstalled my seat belts (both sides, blue and pink) last summer while my car was in the shop (stripped the interior) and the seat belt reels pulled the seat belt in all the way. when i tugged on it, it wouldn't release, so i assumed it was because the seat belt sensors weren't hooked up.

2 nights ago i put the seat belts back into the car, hooked them up and they still wont release. i have a harness but i dont want to run it on the street. has anyone else who has a harness/removed the seat belts and tried to reinstall run into this problem? how would i fix it?

i searched and came up with 2 options: replace the seat belt mechanisms from the honda dealer or take apart the seat belts (im not sure if i want to do that... ) anything easier?

edit: my battery has no charge either (car was sitting too long at the shop), could the seat belts not be releasing because there's no signal from the sensor?
