Default Shifter is leaning to the left! whats going on?

Hi, so here's the story. When I started the car today, the shifter was leaning to the left when in neutral. I went ahead and took out the shifter to inspect the bushings, But I couldn't find anything wrong. Any Ideas?

When is the last time this 22 year old car had the gearbox shift mechanism cleaned and greased? Of course it may just be a California car...

I last greased it about 3 years ago, just did it again today. What I found out though is that the rubber boot that goes over the shifter is what's preventing it from shifting. When I take off the rubber boot and shift it feels perfect. When I keep it on, there's some sort of tension between the shifter and boot. Which is really strange, I wonder why that'd be?
