Will the passenger airbag still go off incase of an front end collision?? I will be running an aftermarket steering wheel therefore, I am more concerned about my passenger.

No, the bags won't deploy due to the belts not being installed. A resistor on the drivers bag doesn't address the removed seat belt pretensioners.
If you do get in a wreck, the impact sensors in the SRS unit will still close and turn the SRS unit into a paperweight. The SRS unit is only good for 1 airbag or pretensioner deployment. Even if the belts or bags don't deploy due to part of the system being removed, the SRS unit will have felt the impact. People have wrecked ont he track with the bags removed, but still had the SRS unit. when they reinstalled the bags the unit fault showed due to the previous impact.
If you want the bags to work, put the belts and drivers side bag back in the car.

I don't wait... do you have a full roll cage with harness bar mounted at proper height with respesct to you clavicle/shoulders and spine?
What is an IPC? I agree with your entire post except:
I would think that it should read "can not be reset" as "will not reset" sounds like ECM will clear it eventually on it's own.

if you've tried disconnecting the battery to rid your IPC of the SRS light, and it came back on immediately, you have what technician's refer to as a HARD DTC, which means, that the light will not be reset until the fault has been corrected.

That's good, I'm surprised no one asked. I thought there was fair chance from looking at S2KI age. You have the rollcage too? becuase I have heard in the slim chance of a rollover accident a harness won't allow to keep your head down. The harness bar is spinal compression thing.
