Test Pipe W/o "cel"

CEL comes on with code for secondary O2 sensor as it's testing the catalyic converter. Since you won't have the converter and replaced it with test pipe, you throw this code. You need to buy a O2 simulator to trick the secondary O2 sensor so it "think" there is still a cat exist.
