Default Top dead center?

Hey fellas, I dont have access to the honda helms manual but in this pic of an F20 with the cam gears aligned, pistons 1 (closest to the radiator) and 4(closest to the firewall/windshield) should be at TDC correct? Now if I wanted pistons 2 and 3 at TDC where should these marks be at?

The reason that Iam asking is that Iam contemplating doing the retainer/cotter swap myself without pressurizing the block with compressed air. The local shop quoted me 800$ for a retainer/cotter/oil jet bolt swap.

You pull the cams and rockers to swap retainers. All the valves will be closed. Put a long screwdriver or dowel down the plug tube and wait rotate the engine. TDC is at the highest point.
