I highly doubt a wheel lock is going to cause any significant out of balance issue. They are far to close to the center to have any rotational weight to them.
The math has been done and it is more than a trivial in-balance. You can

So you are saying that if I run with 4 instead of 5 lugs I will have a vibration in the steering wheel due to the fact I have taken off some weight at the center?

Is there a link to the math that has been done?
I was unable to turn up the original post and probably remember it from before this board existed as I found this....

I just have a hard time believing that a few gram difference that close to the center would cause a noticeable imbalance.

Normally a wheel out of balance will start at ~50 and go away at ~80mph. Or at least become less and less noticeable.

To the OP remove the wheel locks and take it for a drive to see if it makes a difference.

Well I do think that it could throw the balance off because they were noticebly heavier. Plus I didn't have the issue before.

It does not effect the steering as said before but sure as hell has a slight vibration at higher speeds that does NOT go away abve 40mph. I went up to 90mph to see. Still there.

can't disprove actual proof, so you removed them and it went away?

Process of elimination. Put your orignal lugs back on and see if the vibration still exists. If it does, then the locks aren't your problem.

Is it possible that a wheel weight got knocked off when they were messing with your wheels? If so, you need to get your wheels rebalanced.

Checked today, they about twice the weight of my lugs. As if Honda has no idea that $60 item will cause vibrations. Ridiculous that they even sell these.
