what is the tool that honda use to change the valve springs/retainers without removing the head?

Not sure what Honda uses but traditionally, mechanics would put in an adaptor into the spark plug hole and use compressed air to keep the valves up and closed while the job is being done.

Those are the tools for removing the valve springs and retainers. Unless you find a way to keep the valve from falling into the cylinder when the spring is taken off, you will still have to remove the head. The compressed air technique that I mentioned is what makes it so that the head does not have to be removed.
