The alternator needs rpms to generate power. So you should see:

Engine off = battery only = ~12v
Low rpm = slight alt charge = ~12.5V
Mid/Hi rpm = full alt charge = 14.4V

The alternator has a voltage regulator that limits output at 14.4V so it won't overcharge the battery.
