Default VTEC not engaging?

A while ago, I tried going into vtec (accelerating in first until ~8000 rpm), but I didn't really feel VTEC at all. It wasn't bogging or anything, but I couldn't feel a noticeable surge in power or sound for that matter. It felt like a linear increase in power, but no surge that I hear people talking about.

I checked the forums, and people said that it is mostly due to oil starvation, but I had only recently done an oil change with Mobil 1 synthetic. Can anyone please pitch in on what the problem could be? My car is a bone stock AP1. Thanks.

I think there is a little mesh filter like thing that may get clogged from time to time. Just take off the solenoid and clean it.

So I read up some more about it, and it seems like throttle position could be a factor too (as in, at WOT, VTEC kicks in the hardest). I don't quite remember if I was WOT when I tried going into VTEC, but I'll let you guys know when I try it again.

just because it's clean on the outside doesn't mean anything. The screen is on the inside.
