i tried looking this up on the parts list... circled in red.

what is it? and what it's function? does it move?

might be the area where the sway bar connects to the chassis by clamps.

Not sure, but I'm thinking it's like a bushing or padding so it won't rub on the chassis.

i think there would be SERIOUS suspension issues if the sway bar is connected to the chassis....

The bar is attached to the subframe by #2, which goes over the bushing #7.

The circled part are stop collars that keep the bar from sliding sideways in the bushing #7

no, its just a rubber than keeps it from swaying too much., kinda like a bumpstop.

and no the bushing does not move.
