What steps to take to increase redline?

You'll need longer intake runners and revised plenum+throttle body on top of a fully built head...that includes cams that are cryo-treated and very solid since the valve springs needed for 12k will put a lot of stress on them.

The crank will also need to be re-done and a long cycle of precisely getting all of the rotating parts in the bottom end to balance almost perfectly. The specs for tolerances need to be customly done to prevent any piston slap. The pistons would also need to be lightened as well as the con rods.

I would also switch over to motorcycle oil.
