I believe the proper "Honda" term for it is an 'Exhaust resonance elimination chamber'.

I've read somewhere that that pipe started out about twice as long and honda kept cutting it down to get juuuust the right tone on the exhaust. What a shame, because the first thing we do is remove it and put aftermarket ones.
