It kinda looks like they sprayed the engine down with some type of cleaner and didnt wipe it off, then it turned that way from the heat of the engine. Im not saying im right or anything, just what it seems like.

That is the residue from Met-L-Chek leak check powder. Nothing to worry about. You can clean it off with any degreaser.

It's the automotive equivalent to roll it in flour and look for the wet spot.
