3 bars on the temp guage, or it's no VTEC for you...
Could be the low temp rev limiter...

I think low-temp limiter is closer to 6K.

Any CEL (Check Engine Light)? If not, try unplugging the MAP sensor and plugging it back in securely.

Also, since you're new here, I highly recommend reading this thread to see what other useful information can be found here:

It's the FAQs thread, and is a sticky at the top of this forum. Good stuff in there, and if you read it, I'll never have to use this smiley on you:

It wasn't until 2001 that Honda enabled the 9000RPM redline, earlier cars redline at 7000RPM even though your tach reads up to 9000RPM. Just get a red sharpie and color in your new redline at 7000RPM, problem solved.

It won't rev pas 7k at all even in neutral? or just in gear?

Have you checked under your gas pedal for any obstructions. I know it sounds stupid but the floor mat bunched up under the gas pedal of my Evo and I could not accelerate pas 5k for a while

Hmmm, not sure I agree with this. I had a MY 2000 and it definitely ran up to 9k before hitting the rev limiter.

I would check to see if there are any pending codes that arent throwing a light. This could be causing an early rev limiter
