As I don't follow NASCAR I didn't know Waltrip is also an owner, thanks for that info.

All racing is about working the rules to get the fastest result you can legally. However, "interpreting the rules" or "finding holes in the rules" or outright cheating has pretty much always been a part of racing. All sorts of racing, from people, to horses, to sailboats, to cars ... anything.

That doesn't make it right, but it does make it somewhat unsurprising.
There is some additive in jet fuel that is probably some kind of oxygenator. I am working in a refinery that makes jet fuel. One of the operators here told me that they used to put jet fuel in the little Cushman style carts and it made them run like scared rabbits - but also burned the rings (like in one run). Sounds to me like some super oxygenator.

Anyway, in spare quantities, and at the right time, that additive would probably give quite a boost to the horsepower.

If you aint cheatin, you aint winnin!! "Good ole boys" Cheating has been a way of life in Nascar by some of or all of the best back when racing was going as fast as you can. I like it, rules are guide lines. However Nascar does apply them at their discretion and when they feel like it. If they want to stop it just throw an entire team out for a few races. That will stop it.
Mike Waltrip was using Naptha a very volatile liquid. Funny thing was it didn't help him. The Toyotas haven't been running that well. One of the taboos you don't mess with is fuels!

Yeah, classic NASCAR. The randomness of the crashing and the close racing are the bad and the good of NASCAR racing. Of course, they are also related to each other, so it's difficult to promote one without accepting the other.
