Miami
Another good place to visit is the Miami-Bayside shopping mall it sits by the bay with lots of shops, live music and plenty of restaurants as well as fast food court yards. This mall is located in the downtown area.

That's what I meant. Just go to an area that has lots of attractions, museums or restaurants then walk around. They don't need to see a beach .. they just came from a beach.
I'd do it if I had enough time to prepare. (Ask Matt about our Belize adventure!)
Sorry if I offended you, but unless you've actually tried what is euphemistically called "mass transit" down this way, you have no notion of how ridiculous it would be to spend a day using it to play tourist from the airport.
I suggested a car to Key Biscayne precisely because of that, and because Key Biscayne has all of the various things to do that have already been mentioned. And, as Miami goes, it's relatively safe. The downtown bayfront is, too -- pretty much -- but it's easy to get lost getting there and to wind up in a part of the city where you really, really don't want to be.
Not knowing what time of day this layover spans, of course, makes these responses somewhat more generic than they'd otherwise be. Nonetheless, there are things to do if the airport isn't your cup of tea. HPH

If you're going to rent a car for the day (and I would) spend the extra bucks for the GPS unit, go have some fun, and get back to the airport an hour or so before your flight.

He's going to have to clear security on an international flight. If it were me, I would be uncomfortable with getting there only an hour early.

I think you are making the same assumption I did. The layover is on his return...he should have dealt with all the airport

Ah. OK, that's a little easier to deal with. I did miss this detail.
If I were Maury, I'd be afraid I'd get lost in the city and, as a result, miss the flight back to PA. However, I guess missing a flight to PA and getting stuck in FL in March is not necessarily a bad thing.
Thanks for all of the great suggestions. As of now I think we are going to take the advice of HPH and head to Key Biscayne. Sounds nice. We get into Miami at 10:40A and leave at 8:45P. And yes, I could think of worse places to be stuck in. Well maybe not, you have me so paranoid about the airport
