I was aware of those rates. The small vendors that I deal with (MG parts) build that into their pricing and they do high volume of paypal transactions.

I have a Paypal account because I've had to use it to pay for meets in So Cal. Otherwise I would never use it. I prefer American Express or Visa when AM EX isn't accepted.

Paypal offers visa to freshman kids coming into college.
they're used to paypal and have trust in them.
Kids tend not to read fine print.

Paypal charges 4% for cash advances..... per month.

Not real fond of paypal except for a middleman on ebay.

I was chatting with a friend about PayPal and a alternative I recently learned about called "Authorize.net". He said he likes to use "Google Check Out" for purchases.

I don’t know what if anything Google charges to use it. It allows any customer who has a free Google account to pay with a credit card of their choice and no one but Google can see the credit card info. He said he's finding many online companies are using it and says it works well. Anyone have personal experience with either of these?

Based on those rates, it seems to me there is plenty of room for competition in the world of internet banking.

Here's a link to all the gateways I looked at. It tells a bit about them and gives you their website.
