The war on sin, has had way too many unintended consequences. The war on drugs made a great number of criminals rich supplying a desired product. Those criminals started large enterprises which have destabilized communities and even countries (Honduras comes to mind)
We seem to have an issue with prostitution, and yet it flourishes, so much so, that there is a major human trafficking problem, in the US. The European countries that allow prostitution haven't seemed to have been effected by human trafficking from Asia (I do not have statistics to make my point here, I am using anecdotal data). And yet, prostitution still exists here, see Craig's list (I am not sure that is the go to that it was reported to be at one time). Prostitution is here now, has been here for much of recorded history, and will be here until we make ourselves extinct.
As for Kraft, I feel relatively certain, that he had no knowledge of human trafficking or anything nefarious, but was just looking for a happy ending to his visit.
We have to stop trying to legislate morality, it never seems to work. Consider the 18th amendment and the illegal alcohol trade.

Stop making sense, Ken. Everybody knows if you legalize a vice, it will only become rampant and tear society apart. Never mind that EVERY CAREFUL STUDY EVER DONE indicates just the opposite.
