So im currently going crazy with detailing my car and learning everything that comes with it. i have a PC on the way and all that good stuff. my previous owner did a touch up paint job on the back with huge globs everywhere. can i wet sand them down an buff them out even if the touch up paint is like a year or 2 old?

Also i just buy like 2000 grit sand paper at like lowes or something and use lubricant such as the stuff that came with my clay bar correct? Also my PC package includes a Orange pad. is this enough to get rid of the marring wet sanding can create?
