Hmmmm. Well, I assume you're talking about the portion of the rotor not swept by the pad. Only suggestion I can give...when I painted by calipers I used brake clear pretty heavily, and it helped get the brake dust off everything. That helped quite a bit with the appearance of the rotor, although it was still pretty bad afterwards.

Not the best help here...anyone else have ideas?

When you replace or upgrade your rotors get a set that's cad plated or get that ones you have powder coated on the center ribs and the hat potion.

First you have to remove the rust. I use CLR (calcium, lime, rust) remover. It's a mild acid solution. I haven't had any problems using it and it works wonders on removing hard water/rust stains.

Then you use a product called Boeshield (airplane product) which coats the metal with a water repelling compound. Keeps your hats and vents rust free.

I have CAD/cryo treated rotors on now and although they looked good for a lot longer than standard rotors, they still got wicked messed up. Even hardcore cleaning didn't bring them all the way back.

I've had mine for 3 years no problems Cad plated... My next set will be cryo treated and powder-coated. But if you have cryo treated rotors they should last almost for as long as the car unless you track it every weekend... or if your a late braker

Once you cryo treat something it makes it very hard and strong... and it makes the brakes that much harder to clean. You'll need an acid to do it. A strong APC "should" do the trick. But watch your rims as full strenght APC might ruin the finish.

yup, but a caution...

boeshield is great for rust... but i think that you should be a little careful on the rotors-
it does contain waxes, so you dont wanna boeshield the rotors and take the car for a high speed run right away!
be sure to burn it down just like you would dry off the brakes (by driving at fairly slow speeds and gently applying the brakes for a period of time until you feel that the brakes are gripping normally).

This boeshield stuff sounds interesting. Is it a permanent thing like paint? Or is it more like a wax that needs to be reapplied periodically? How do you apply it, ie. with a brush, spray can, applicator, etc.?

Excellent point. If your going to apply it to your rotors fine but you should really tape them off to protect the face of the rotor and the pads. You don't want this stuff on your pads.
