The Meguiar's cordless polisher is fairly useless. You could use it to apply/remove wax, but IMO doing it by hand yields the same results and takes the same amount of time.
The Hi Spec polisher you posted a link to looks like a rotary buffer. Rotary buffers are not for the inexperienced. While it's very difficult to damage paint with a PC it is quite EASY to do so with a rotary buffer. So, I would recommend you stay away from this buffer as well unless you are committed to spending some time practicing with it on a test panel from a junk yard.
You want to look for a random orbit or dual action polisher. This is what the PC is. However, you also want to find one that is powerful enough and versatile enough to be a good detailing tool. Bosch, DeWalt, and Festool are some other brands that make pretty decent random orbit/dual action polishers. Festool and Bosch make models which are random orbit and forced rotation. These tools basically have two modes. In one mode it operates like a PC and in the other they operate similar to a rotary buffer. I believe some of these brands are available in the UK. However, maybe some of your fellow UK citizens can chime in on some good brands available in your country.

I know of only 2 people on the UK board that use them. Both im pretty sure imported them and like i say it costs $$$
Even Porter Cable UK said to import one myself when i emailed them about getting one as its not sold here.

I have the one in the link above from amazon.co.uk was the cheapest when I got mine last year - grea tool. I use meguairs pads on mine and they are perfect. I think there are a great number of us with these in the UK
