yup- hard to tell...
but what looks odd to me is that the haze is all in one spot-
kinda like compounding swirls... like the machine was in one place too long or that one place was worked harder than the rest- and then nothing was done to finish it. if this is right, a swirl remover or paint cleaner would be able to get it (might need to fine cut it first- could test by hand first).
but it could be that the clear is eaten down too. if thats the case, no polish will help. would have to be recleared

Make sure the macro setting is set (if you can set it) so it will (hopefully) focus on the CF weave, not the reflection

The marco setting is usually symbolized by a flower.

1. more pictures at all sorts of angles and close ups will help

2. A guess with one picture - They've gone through the clear and have compounded the gel coat with an aggressive compound or wet sand paper. What you see looks like typical rub mark scratches on gel coated CF.

3. Make them fix it.
