Ah! rust spots. That's actually the exhaust manifold shield. Hit it with some metal polish and steel wool. Move to a finer grade of steel wool until it's polished up to your satisfaction.
I'm very fond of Autosol metal polish - comes in a metal squeeze tube. Not expensive, but not particularly common, either.
The water/baking soda paste is a good way to clean up those terminals, too. A terminal brush is handy, as well (round hole bristle brush that fits over the terminal).

Any paste metal polish should work fine, I just like Autosol (my brother gave it to me, dunno where to find it but maybe online somewhere)... it did this for my exhaust pipes:

the baking soda doesn't get rid of rust, it will get rid of/neutralize the acid build around the terminals. If you have rust, then the terminal brush is your tool.

I'm tempted to try this on some of my suspension components that are looking pretty rough.

koala: yeah, I didn't expect this shiny finish to really last - i just wanted to see what this polish would do to something that is in... not so good shape. That's 80k miles of year-round "buildup"... not really rust. I haven't looked recently, but they're probably back to pretty much where I started, after only a few months.
The point was just to try out the polish and see what it'd do and it'll do wonders - that job was done by hand in about 10 minutes.
