Default Removing Touch up paint?

hello all, so i tried searching this but i think this is a pretty odd topic to ask.

so i just purchased a gpw and noticed the last owner did a horrible job at touching up a paint chip on the trunk. the paint doesnt match and its fairly thick. i was wondering how i would remove this so i can touch it up with the correct paint color. i think he used a tafetta white touch up paint instead of gpw. i just want to remove it, re touch up, and buff it up correctly. not sure if this is possibel. any help would be great.

Thanks!

cool thanks... how would you add a clear coat just to that spot after sanding it down? i was looking at one of the stickies but scared of putting any type of sand paper near the car....

might try and find a clearcoat touch up pen? i thought that most of the touchup paint had the clear already mixed in? either way, you're still gonna be better off with touchup paint and no clear rather than the rock chip and no paint.
