Rust on Wheels after Wash

I washed my S2000 for the first time this weekend. Today, I noticed that on the inside of the rims (behind the spokes) there's a rusty ring, kinda like the ring I used to leave around the bathtub. I don't notice this on the fronts, only the rears.
The car had not been driven for 6 days and the last drive was in the rain.
I presume that this is rust from the brakes but how do I 1) get it off, and 2) not get it again?

I've noticed the same thing. My brakes also squeak but stop after I have used the brakes for a little while. Is this the rust on the break pads scraping off and causing the squeaking? Anyone have ideas?
