If this doesn't work, you might consider removing the "gear shift" designations under the member name which may make some competitive people want to hit top gear

As of now, I am averaging 5.61 posts per day. So that would mean I have to wait 60 seconds between posts. Sounds fair.

Keep in mind your daily average is calculated by taking your total posts and dividing it by the number of days that have passed from your join date (the day you registered for the board). So unless you are new it will take lots of posts to move this number very much.
Well, this works out great for me, but if I were a long-time mega-poster I might not be so happy...seeing that it might take a year to get my average back down to a reasonable number!

With my average I should qualify for some kind of reward

Is this just a "too much banter" problem or is this perhaps more fundamentally a bandwidth/cpu/disk type of problem?
