PayPal Fees
Is there a policy here at s2ki when it comes to Paypal fees being incorporated into purchases made from the "For Sale" forums?
PayPal clearly states in the User Agreement:
Section IV, 4 (5)
No Surcharges. Under Visa, MasterCard, Discover and American Express regulations and the laws of several states, including California, merchants may not charge a fee to the buyer for accepting credit card payments (often called a "surcharge"). You agree that you will not impose a surcharge or any other fee for accepting PayPal as payment. This restriction does not prevent you from imposing a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge (in other words, the handling fee for transactions paid through PayPal may not be higher than the handling fee for transactions paid through other payment methods). Nor does this restriction apply to Pound-denominated transactions by sellers residing in the United Kingdom listing items for sale on a UK-based website.
Yet clearly we find many transactions in the "For Sale" forums which asks for the 3%

All it takes is having one buyer report this to Paypal and cause issues with sales made here @ s2ki.
We need to remind users of what they agreed to when they signed up for Paypal.

It's an issue between paypal and the seller. It is up to the buyer to report to paypal if they are not happy with it.

It is "illegal" to charge a different price for cash and credit. This was done to prevent retailers from offering cash discount prices (in the US) and not paying the taxes on cash sales and also as a perk for the banks from your accommodating government. It's also a violation of the credit card merchant agreement and PayPal's terms of service.

PayPal would be very happy if it appeared to be a "free" service and for the seller eat the 3% charge without complaint. They certainly don't want the buyer to know that they are paying a price marked up 3% by PayPal as they might look for a cheaper way to pay to save that fee.
The official S2KI position is that we have no position in regard to this matter. The choice of who and how you engage in business transactions with is up to you. If you don't like the practice then you have the choice to not do business with the seller.

Paypal can only control the members that violate their user agreement. Reporting this to Paypal will not cause issues with sales made on s2ki.com. It may cause trouble for that one member if they are reported.
It is for this reason, that I mark up any product that I sell about 3% over what I want to sell it for and label it as "I'll eat paypal fees" or something to that effect.
I signed up with Paypal when they first opened up (before the merge with ebay) back in 2001 and it was a few years before they even started charging IIRC. They used to be great.

I don't understand the point of the original poster as the transactions are not with S2ki but are between two separate parties. It seems that S2ki has no side regarding this matter as they neither condone or condemn this practice. The fees must be paid whether or not they are discussed.
I personally do not believe that it is wise to mention the additional transaction amount. I find it better to pad your asking price by including the transaction fees or while negotiating a deal as it alleviates any confusion or belief that the buyer is actually paying them.
