Default To claim proprty damage..?

Well, It starts like this; I was on the highway on my way to droping my brother's girl off to work. We took the Turnpike N. As I was getting on 826 there is point when you cant see the/a car thats more than 50ft in front of you because there is a small hill like part in the highway. Well, since I could not see that much far in front of me I didnt see a peace of tire right in the middle of the highway, so ofcourse I hit it(at 75mph) and had thought nothing happend. But when I got home and was walking inside I turned my head to look at my baby and to my surprise half my oem lip was missing So When I was done bitching at no one, I remembered that when I worked at Good Year there was a gentleman that got his OZ Wheels(2) replaced because of a pothole. I just dont know who to call to take care of this small claim...? I was just wondering if anyone has experince something similar and got it taken care of by the state?
Heres some pics

Did you clean up the damage? The break points look like they've been sawed off.

Just buy a new lip. It's not worth going thru the insurance company--your deductable is more than a new lip.

My old volks got rashed up due to new construction on a local road off a new cement curb that was not even with the road. I heard you can file a report with the county to pay for it. I think you can go through the DMV for it.
