the problem seems to be with the relay. I checked everything out and that seems to be the only cause.

First check the wires at the relay plug . You shold have 1 ground , a constant power , switch power in and output. There is almost allways a small diagram on the relay itself to help out. First get you test light and unplug the relay. Test is there is signal fron you switch to the switch power at the relay. Next make sure that the output wire is not grounding out going to the lights themselves. With the power wire to the lights removed you could make sure the relay works if you here it click when you turn on the power. If the lights falsh for a spit second before the fuse blows that sounds like you might have a wire crossed at the lights

First, you should be using a bosch relay, the rest are all crap.

next the wiring of the relay is very important.

a relay needs a ground and a hot to trigger. start there disconect the main input power and output to the lights and see if the relay clicks when you flip the switch.
if that works the relay works.

then from the diagram that should be on the side of the relay, hokk up the input power form the battery, and the output to the lights.

Oh, put the relay where you can access it with the bumper on, the engine bay is a good place

if you have the car at the meet on sat, I can take a look.
