My advice to you is to auto-x the car for a while stock so that you can learn how to drive in those situations first. By the time you outgrow the stock tires on the track, you will have enough money to get yourself a nice set of wheels for the street and put R compounds on the stocks. This is the way I did it and it worked out great.

I would consider selling my stockers for $400 for the set. Perfect condition. NEVER curbed, scratched or dinged. Here's a pic: Lemme know if you're interested.

Correct, in the stock class (AS) you are allowed shocks, front sway bar, R compounds (on 17's), cat back exhaust, air filter, and alignments etc.

The MY '04 people are now going through what the MY '00 people went through 4 years ago. There are limited choices for rims of the correct width and offset. Actually, you MY '04 people are better off since there is at least one non-OEM option. Even today, the only way to get correct B-Stock wheels for the '00-'03 cars is through USDM take-offs or the rare JDM BBS wheel. I've watched the 16" OEM option drop from over $1000 for rims to about $400 a set now. If you can wait, I bet the same thing happens for the 17" rims.

Fyrestrike makes a good point about running completely stock for a while to make sure that autocross is for you. If you must get another wheelset, it looks like the solution Poweredbycamry came up with is your only hope for inexpensive rims.

I've been auto-xing since the early 90's while at college in Gainesville, FL. I've auto-x'ed my Nissian 200SX, GSR's, Type R and now the S2000. I really like the OEM wheels so I'll just keep on searching but if it comes down to it I have a friend who can get them for cost from Honda. That's the last resort as they will still be expensive. I meet a guy at Ft. Myers who works at Rick Case Honda and is trying to get about four of his friends "hooked up" with some 04 wheels. I'm looking into this also.
