Well I've read theories the drunks more often survive because they are more floppy and less tense during the crash.

in this case, the family of the victims needs to decide on his punishment since they are the ones impacted by this tragic event.

why don't we have the death penalty here already?

...However, lets try not to get this too political. It is most definitely a shame that it's likely he won't be punished nearly as severe as he should.
