Key/ignition cylinder locked / broken?

Default Key/ignition cylinder locked / broken?

So I recently had some radiator problems and had my engine rebuilt, and now (two days after getting my car back), I can't turn my key.
I've tried unlocking the steering wheel and trying to find a sweet spot, etc., but literally nothing is working.
Should I assume it's most likely the key ignition cylinder is worn? And does anyone know someone who is mobile and can fix it? (It's in an underground lot and I can't get it up to ground level for a tow)

Tried that...and some w40 it's odd cause it was perfectly fine yesterday and now it isn't budging at all.

Is the key straight? Try a different key?
