I can only guess as I dont work on that project (i wish)....
I think it IS an early test mule for the NSX. From Video's on the net, the car has the shreak of a V10. Looks like JPN Honda R&D guys were testing the chassis, suspension and engine/cooling dynamics on Nurburgring.

If you run a UK DVLA check on that plate it states it's a 5.0L motor...

^ Yeh there were two mules. What's interesting is if you run the plate posted by Simon, it states it's a 2.2L heavy oil (diesel?)...don't have an answer for that...

Well probably because the exterior styling is still kept highly confidential....so either cover it up with black camo tape or mock up existing body parts to make it look like some car. Im sure for the purpose of what they were testing, styling and looks was low on their required list
