lip and eyelids will probably cost you in the 300-400 range

if there is prep work, sanding filling and install work to be done that price range is probably a good gauge.

If you buy allready shot in NFR then you run the risk of color matching issues. Red fades bad over time here in FL so if you buy brand new and shot to color before you get it the red may not match very well depending on how much sun fade you have on your car.

If you have them shot, the painter can try their best to color match. This equates to more $$ in some cases.

I am sure you could get cheaper but the quality may suffer.

A legit shop, if they are test fitting and installing and they wanted to do a quality job on both parts....seems about right to me

I paid 500 at Driven Concepts to have my front bumper resprayed and an OEM lip painted and molded to the front bumper. Paint job wasn't perfect but they said the few defects should buff out when I bring it back to be wet sanded and buffed. I haven't been back yet though due to scheduling conflicts so I can't really say much as far as quality yet. But they were friendly and easy to deal with, also kept to their time estimates.
