well the only reason i want to do it is because i like having stock exhaust b/c its quite but sometimes i like it "loud and proud"haha so rather than buying a exhaust i could do this for half the price, and i was told that after market exhaust and intake "bolt-ons" dodnt do much at all for the s2000..so i might just do it for the hell of it just for fun..

Thats just totally badass. I too love having the car stock and quiet exhaust.
Every now and then I wish it was loud and obnoxious, but 99 % of the time, I like it quiet.
I can picture the local law enforcement pulling me over for having too loud of exhaust... when he comes up i rev up and say "it's totally stock officer, you must have the wrong guy..."

running NA a cutout will hurt you more than help you. Mainly in the lower rpm, yes once you get in the higher rpm's, a cutout or open header will see greater benefits, but it will slow your NA motor down quite a bit. I learned this the hard way on my old ITR motor in my Civic. Once I hit about 5k, it was a beast, but slowed considerably below that with the open header.
Save the cutout for when you install a turbo!
BTW there are several companies out there that make electric butterfly flanges for exhasut systems. Some come with the elbow that needs to be welded into you system, others only come with the butterfly valve. You can get a custom downpipe made to accomodate one mush cheaper than buying most of the setups I have seen. There is a site selling the valve for about 100 bucks, sizes from 2 inch to 4.5 inch.
