Huh, never heard of such a thing, interesting. I did some searching and found this:

The significance is that it is a sanctioned, recognized class of racing (i.e. like 10.5" outlaw tire class, dot drag radial class, etc.) not some obscure made-up classification to make oneself look really fast on the internet (i.e. like "fastest manual z28 with a pine tree air freshener, yo!" Ppl who choose to sink this kind of money into a car do so usually do so to race in a semi-pro class of racing - and with that comes rules. Asking why he doesnt tub out the rear so that he can run faster is like asking why maclaren doesnt bolt on a turbo to their f1 car - against the rules!
