Just out of curiosity can anyone tell me what this jap sticker means?

Nah it's a prediction of the day/time the car is going to die.

19th at 3 o'clock.

Or a residents parking permit

car tax, 19 is the year, i had to work out all the jap dates etc when i translated my service history

Heisei 19 corresponds to the year 2007
